Why are scans hung up on "UserEventPlugins/com.apple.telemetry.plugin"?

When I try to do a quick or full scan, the scan activity stops at "System/Library/UserEventPlugins/com.apple.telemetry.plugin/Contents/MacOS"

The scan progress never gets past 1%, even though the current scan, for example, has been running for over 20 hours.

I used to routinely do quick and full scans without problems.
